. >> but wasn't it harry reid and the democrats who didn't want to do more about the filibuster for fear when the table turned they didn't have the option? >> we've seen from republicans when the tables turn they'll do anything they want it do and do it quickly in order to press their own agenda. so it is disappointing. but having said that, the republicans are now saying, oh, no, this isn't a filibuster, this is just slowing the process down. we're going to do it on our own timetable but we are going to do it. chuck hagel will be the secretary of defense. so it's just an immature, i think, silly power play on their part. they're going to approve him but they want to drag it out. and i think it may be -- it may be a prelude to what's going to come. >> speaking of this evenings dr out, the sequester, the republicans have put a plan in $110 billion in cuts. an article says speaker boehner really is a point where he has a you-first attitude towards democrats and republicans. he wants to see what the democrats and president will put forth because of the hard-fought battles he's faced with hi

some republicans were upset that harry reid said he wasn't going to honor a hold. what you're seeing here from republicans is a play to make sure that they flex a little muscle so that the democrats understand that the president's agenda has to go through them and that's on guns, on immigration. i agree with david. i think this will get done but it's never great for a nominee to have to wait another week to hang out there and take shots from opposition. it's not a great place for them to be but i'm not worried that this is not going to get through but this is the flexing of the muscle by republicans in the senate for sure. >> okay. so hagel gets blocked at least for now. rand paul and others are threatening to block john brennan. susan rice didn't get to the nomination process. is this rocky road if that's how we want to describe it, david, does this hurt the president's credibility or at least his ability to get things done, a small distraction, should it become a smaller one? put it into the wider con tech in terms of what the white house want to be accomplishing

harry reid decided he would just instead make a hand shake deal with the republicans' top senator mitch mcconnell. he said he was satisfied with the republicans agreeing to be more reasonable on issues like this. remember? they wouldn't change the filibuster rules. they would just agree as gentlemen that the republicans would curtail of excesses of filibustering everything. democrats decided to not only change the rules on the filibuster and just make that agreement with the republicans instead. they said, you know, at a minimum this would at least improve the confirmation process for the administration's nominees. how's that working out now? just a couple of weeks later. how's that gentlemen's agreement going? now that we've just had a filibuster of a cabinet nominee for the first time in american history. joining us now is andrea mitchell. great to have you here tonight. thanks for being here. >> thanks, rachel. >> what happens next year? does leon panetta stay on as defense secretary even after he's gone through the motions of stepping down and going back home? >> yes. we've had all

. >> you talk about fending off challenges from the right, harry reid says that's absolutely what's going on with the chuck hagel situation. he says i guess to be able to run for the senate, you are need to have a resumÉ that says i helped filibuster one of the president's nominees. maybe that helps keep a tea party guy or woman from running against you. do you really think that it will help somebody when they go back to their district for an election in 2014 that they're able to say i stood up to the president on chuck hagel? >> i think that, look, most americans i think are not terribly tuned into the nomination process of chuck hagel, probably doesnn't have strong feelings about him. say you're lindsay graham and you have a town meeting, a lot of people are thinking is graham really with us? is he fighting the president to the wall the way we want him to? lindsay graham does have to be very concerned about getting primaried. everyone's talking about chuck hagel. i think back in their district the intensity, the people who demonstrate real interest, intensity and knowledge about the si

the democrats have a role because harry reid didn't get through filibuster reform. he should have so they held onto the process -- >> but that had nothing to do with what happened yesterday? >> but they are not the abusers, they are the enablers and the abusers are john mccain and people who don't want -- it sounds like rhetoric, literally don't want the post filled at the pentagon because of their grudges. >> julian, the senate will take up mr. hagel's nomination when it reconvenes in ten days atime but i want to bring in something from richard hass. here he is with our own joe scarborough. >> we're hearing in the end most likely he's going to pass and be secretary of defense, so why hold him up over a recess when the pentagon desperately needs somebody at the helm? >> because in a funny sort of way, joe, it's exactly what mccain said. it's a way of getting their pound of flesh. >> julian, pound of flesh. is that really what this is all about? given that our troops deserve a leader because they serve with every ounce of their bodies, they give their bodies. >> well

others were mad at senate majority leader harry reid for not respecting the hold process. a gop senator putting a hold and giving it a couple of days, and instead ramming a vote through. some were mad at the white house over benghazi. democrats yesterday did their own psychoanalysis about what was going on. >> the republican minority in the senate seemed to think that the rule now is that you have to have 60 votes for everything. well, that's not the rule. >> i guess to be able to run for the senate as a republican in most places of the country, you need to have a resume that says, i helped filibuster one of the president's nominees. maybe that helps. maybe that keeps the tea party guy from running against you. >> here's the bottom line, and the message was delivered by mr. straight talk, john mccain, yesterday. ultimately, hagel's issues with his former gop colleagues are simply personal. >> there's a lot of ill will towards senator hagel, because when he was a republican, he attacked president bush, mercilessly, at one point said he was the worst president since herbert
